Contractors. Powerful beings with unworldly powers, granted to them at the cost of the stars in the night sky. These new beings were granted a contract; a power with a price. Two years after the stars disappeared this new species of human took a stand, seeming to be inhumane and cruel. Contractors had no conscience, and without that they were cold-blooded killers, willing to do or kill anything if that were the more logical course of action.
Alongside the birth of Contractors, two fixtures appeared on the earth at exact polar opposites of one another; Heaven's Gate and Hell's Gate. The exact nature of these gates are unknown, other than they are in some way linked to the existence of contractors. Heaven's Gate is located in South America, whereas Hell's gate is in the heart of Tokyo. Heaven's Gate and Hell's Gate both have a large wall encasing them, preventing outsiders to enter them. The walls appear to to look like the sky, changing as the sky changes.
In those two years the world was chaotic. Contractors were forced to serve the military and other organizations, although most went willingly. They left their homes and families without a second thought, not caring for those who loved them. It left a deep, tragic, scar along the world's surface. Human's mourned for the loss of their loved ones as if they had died even though they still lived. Becoming a Contractor was treated like a disease by most people. Becoming one meant nothing better than death.
Seven years have past since Contractors rose from the stolen stars. In the most recent years contractors seemed to change. They went from cold-blooded killers to normal people who want nothing more than to lead the life they lead before they made their contracts. Now contractors are rallying against the infringement of their rights. They want to live just as other people, normally. Japan has acted first. They have separated three districts of the Saitama Prefecture and declared that all contractors who want for a normal life to go there and start over.

The Saitama "Safe House" has been open for one year. The three districts are separated from the rest of Saitama, although humans are allowed to come and go as they please. Contractors, however, are only allowed to leave if they have military privileges.
Saitama isn't all bed of roses though. There are contractors that were forced into Saitama that do not want to be there, even though they are Awakened. Tensions rose quickly and soon it would seem that three gang-like groups rose up, one in each different district. Each group wants only for their safety, although their actions puts everyone in Saitama at risk.
Minami Group: The largest and most influential party in the city. This group tends to stick to themselves and does not consider any of the other groups as a foe, mainly because they do not pose a threat. Minami has been around the longest, being a small branch of the Syndicate that broke off on it's own over ten years ago. Their main beef is with the syndicate, for that matter.
Kazo Group: This group is by far the smallest one in Saitama. Being a fresh new gang in the city, their goals are still determined against the military and protecting the "Awakened" (contractors who seem to have made use of their emotions). Kazo focuses less on fighting the government and more on eluding them. This group consists of contractors only. This group has only been around for a very short time. It was created a little over 3 years ago and therefore lacks the structure and resource of other gangs; they still have frequent bouts with the government.
Hiki Group: A human based gang, this group sees contractors as a threat and fights to end their existence. Bitter and strong, Hiki is a force to reckon with. Many of it's members range from ex-CIA agents to major military heads that grew sick of working with those they see as monsters. Their main target seems to be the Minami Group.
Each of the gangs are separated and named by the district they seem to reside in. The names are given to them by onlookers, which they usually accept as their name. It also gives each group more of a boundary and with that, a sense of territory.
